BSNL dials turnaround: To restart buying GSM equipment soon

Five weeks back, RK Upadhyay took over as the Chairman of Bharat Sanchar Nigam, once India's largest telecom player, but now a troubled entity that has been making losses for the past four years.

In his first ever TV interview after taking over, Upadhyay told CNBC-TV18's Siddharth Zarabi that the PSU plans to restart buying GSM equipment after a hiatus of nearly five years. “We are planning to go for approximately 15 million GSM lines tender. The work is in very advanced stage. I hope that very soon this tender maybe floated,” Upadhyay added.

Q: Will this be a snap tender or a conventional tender?

A: It would be a normal tender through e-tendering process. But there would be one difference in this from conventional tender, apart from the process which will be followed. The difference, which I wanted to mention here, is that it would be based on a kind of vendor financing model.

Q: Will you follow the same whole model of dividing it amongst several vendors?

A: Traditionally BSNL has done that way. So, therefore, you will find that we have incumbent vendor in every zone. Because of the regions of interoperability and ease coordination, which ultimately results into less execution time and less cost per se, this zonal system will definitely will have to be followed this time also.
