Food Bill……Cash v/s Grain

Under Food Bill norms the state government has to compulsorily pay a food security allowance to targeted sections in case of failure to supply food grain. Definitely the amount will be decided by the central government. The draft bill will projects improved modern and scientific storage and doorstep delivery of grain to targeted public distribution system outlets.

The need for such kind of bill is because majority of Indian population lives below poverty line and they hardly get two times meal.With this bill it is said that people who live below poverty line will get primary food i.e. Wheat and Rice at Rs.2 and Rs.3 per kg.

The National Food security ACT covers entire India except Jammu and kashmir.The main beneficiaries of this bill, will be selected from the poorest 46% in rural areas and 26% in urban areas. Another 29% and 22% of the population from rural and urban areas, respectively will be treated as general category. under this bill 7 kgs of grain will be given to every person belonging to priority households and 3 kgs to individuals from general households every month at subsidized prices.

The National Food Security committee is commissioned at Delhi which includes a chairperson, a vice-chairperson and five other members, provided that there at least two women and at least one person each from the scheduled castes and scheduled tribes.

Now lets look at the ugliest side of this Bill as the Bill says that it will give free food grains to the poor people and if not then compensation. After analyzing the Food bill i came to know that due to this bill many problems will be created like middle persons will create false scarcity in the market and will not supply food grains to the poor people and will pay them compensation as prescribed by the central government and they will sell the food grain in the market and earn profit. Thus the poor people will be left with nothing but to purchase food grain from the market at higher price and again they will get 1 time meal in a day rather then 2 time.

I personally feel that to implement this Bill first the road towards this bill should be clean then only some effective thing can happen otherwise the cycle will keep on going.
